Billy Harris, Jr. is a Principal and co-founder of Harris Kocher Smith and also serves as Project Manager for the firm’s private and public clients. Mr. Harris has designed and managed civil engineering projects in Colorado since 1979. He served on the Colorado State Board of Licensure for Architects, Engineers and Land Surveyors for eight years, is a past State Director of the Board of the American Council of Engineering Companies and a is former member of the Professional Goals Committee of the Mayor’s Office of Small Business Opportunity, City and County of Denver. Mr. Harris has provided engineering design services for many thousands of multi-family and single-family residences and for dozens of commercial and retail development projects, as well as for highways, regional drainage facilities, public utilities, schools and other public facilities. Mr. Harris is a court-certified expert on engineering for Title 32 Special Districts and has provided forensic services and expert witness testimony for both plaintiffs and defendants on cases involving drainage, grading, utility and other civil engineering areas of expertise.
