Billy A. Harris Jr., PE
President
Billy Harris is the President and founder of Harris Kocher Smith and also serves as Project Manager to many of the firm’s private and public clients. Mr. Harris has designed and managed civil engineering projects in Colorado since 1979.
Mr. Harris has designed and/or managed the design of civil infrastructure, grading and drainage for over ten thousand multi-family dwelling units and over a thousand single-family dwelling units, as well as for numerous commercial, retail and public building facilities.
Mr. Harris has also managed and designed projects for numerous Federal, State and local governments and agencies, including the U.S. Army Corps of Engineers, the Federal Emergency Management Agency (FEMA), the Colorado Department of Transportation (CDOT), the Urban Drainage and Flood Control District, the cities of Aurora, Denver, Lakewood, Parker, Thornton and Westminster, the counties of Arapahoe, Boulder, Douglas and Jefferson, Denver Public Schools, Jefferson County Public Schools, the University of Colorado at Boulder, Colorado School of Mines and Colorado Academy.
Mr. Harris’s specific expertise includes the design of infrastructure for multi-family housing, commercial facilities and public facilities, the design of drainage and flood control facilities, the design of local and arterial roads and highways, the design of sewage collection systems and water distribution systems, site grading and handicapped accessibility and the design of erosion and sediment control systems.
Mr. Harris is a court-certified expert on engineering for Title 32 Special Districts and has provided forensic services and expert witness testimony for both plaintiffs and defendants on cases involving drainage, grading, utility and other civil engineering areas of expertise.
Mr. Harris was appointed by the Governor of the State of Colorado to serve a four-year term on the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors (State Board) in 2005 and was re-appointed in 2009 for a second term. Mr. Harris is the only civil engineer currently serving on the State Board. Mr. Harris is also a past State Director of the Board of the American Council of Engineering Companies and is currently a member of the Professional Goals Committee of the Mayor’s Office of Small Business Opportunity, City and County of Denver. Mr. Harris also serves on the Board of Directors of the Lowry Vista Metropolitan District. |

George G. Smith Jr., PLS
Vice President
George Smith is responsible for all survey activity and also serves as a Principal and Vice President for Harris Kocher Smith. He has over thirty-five years of survey experience within the State of Colorado and thirty-one years experience managing survey departments. His extensive background in the construction industry has developed his expertise from single-family development to major highway construction. His continued education in boundary law coupled with his many years of experience makes him an expert at preparing legal surveys such as ALTA surveys, subdivision and condominium maps and land survey plats.
US 285 – Design/Build - CDOT
Surveyor in responsible charge for the preparation of the design survey and construction staking for this design/build CDOT project. Project commences at Federal Blvd. and extends westerly to Kipling Blvd. The project involves major bridge reconstruction at Federal Blvd., Pierce Street and Kipling Blvd. as well as the reconstruction and widening of 5 miles of Hampden Avenue. The design survey included:
- Establishment of horizontal and vertical control
- Establishment of Rights-of-Way and property lines
- Topographic survey and utility survey
West Corridor Light Rail – Regional Transportation District
Survey Manager responsible for the preparation of multiple surveys along the 12-mile corridor for the proposed West Corridor Light Rail project. Harris Kocher Smith provided detailed ground surveys for the final design, prepared by David Evans and Associates. The surveys included establishment of additional control, topographic and utility surveys. escriptions and exhibits for acquisition of rights-of-way and easements.
Bear Dance Road – Douglas County
Survey Manager responsible for the preliminary design survey services and construction staking for this 1½-mile Douglas County roadway project, situated south of Castle Rock. The preliminary design survey services included aerial mapping, supplemental ground surveys, subsurface utility investigation, and right-of-way determination.
Town of Erie – 111th Street & Arapahoe Road Street Improvements
Survey Manager responsible for the preliminary design survey to Felsburg, Holt and Ullevig for this capitol improvements project for the Town of Erie. HKS provided the horizontal and vertical control, tied to the High Accuracy Reference Network (HARN), topographic survey of the project corridor, right-of-way, and property line determination, and subsurface utility investigation.
Weld County – WCR 13 Bridge & Roadway Improvements
Survey Manager responsible for the preliminary design survey to J.F. Sato for this bridge replacement project over the Big Thompson River. This project was completed utilizing CDOT’s In-roads software and T-Moss coding system. Horizontal and vertical control was established from the High Accuracy Reference Network (HARN). Rights-of-way and property lines were researched and established, as well as topography with 1’ contour interval. Subsurface utilities were marked in the field and then delineated on the survey. Hydraulic surveys, cross sectioning the Big Thompson River were also provided. |
